PLANNED MEASURES TO LIMIT THE NEGATIVE EFFECTS OF THE CORONAVIRUS PANDEMIC

After a meeting on Wednesday, March 18th 2020, the Group for Preventing and Combating situations related to coronavirus infections which was created at the level of Bihor County Council has established a clear plan involving safety measures taken in order to ensure the functioning of Bihor County Council during the pandemic, as well as all its institutions. The exact number of personnel which can be used to safely continue public work is given by the profile of each activity. In situations where less than 50% of employees will not be able to work at their established work space there is a possibility for the proposed plan to fail.

However, employees will benefit from paid vacation time as well as the financial benefits given for people who need to supervise children due to school and kindergarten closures (Law 19/2020), with the possibility of receiving 75% of their gross salary. In order to limit the spreading of disease, the authorities are also considering a third situation: working from home. This can be done alternatively and only if the work done at home can be quantified by the direct department leader. In other words, this right will be given for a period of maximum 10 work days/employee/request. The conditions are also valid for requesting paid vacation time.

“This is an exceptional situation where quick measures need to be taken, but where we also need to be prudent. The health of the employee and his family is paramount, but we also need to focus on ensuring and continuing the activities of our institutions” – Pasztor Sandor, president of Bihor County Council. The integral text of Disposition 75/18.03.2020 emitted by the president can be consulted online.
